West of Scotland: Collaborating across 5 NHS entities to drive agency control
NHS West of Scotland Health Board and NHS Forth Valley engaged Retinue Solutions under the CCS RM3711 Framework for Multidisciplinary Medical Locums Service.
Requirement
The client needed support in the delivery of significant cost savings whilst streamlining their processes. They wanted to partner with a single supplier with experience in temporary locum management.
They needed to:
- deliver an efficient service whilst managing cost savings and compliance
- maintain a high standard of service while driving cost efficiencies
- rectify unsustainable locum spend and charge rates that weren’t offering value for money
Solution
Working in partnership with NHS West of Scotland, Retinue delivered a Managed Service Solution as a Neutral Vendor. Demonstrating the value of their solutions through case studies, Retinue outlined how they typically deliver 19.6% in savings without affecting frontline cover and patient safety.
Retinue implemented dedicated project teams, which included:
- supplier managers and auditors to assess compliance
- brief stakeholders on new processes
- ongoing training to internal teams
These project teams were led by local account directors and executives who understood any geographical challenges and were familiar with the local medical community.
Retinue implemented its market-leading technology to increase visibility and control agency spending. This was via electronic timesheeting and a single portal to access local and regional workforce MI.
Results
The client saw improvement in staff banks, fill rates, and pay rates. Quality and compliance were aligned with NHS improvement regulations.
- Medical Locum savings of £4 million
- Average pay reduction of £2.43 per hour
- Successful regional policy enforcement for locum pay, commission, VAT, overtime policies, breaks, travel, and accommodation reduced total spend
- Improved workforce planning reduced the rate of escalation of short notice bookings and ineffective rotas
- Back office process efficiencies delivered up to 19% in sustainable, cash-releasing savings
With increased value for money and visibility across the region, long-term commercial strategies have been supported.
